MICOD with funding from GAPP are implementing a project to improve on citizens participation in health and education sector service delivery, under this project a baseline line survey was conducted to generate baseline performance indicators for reference and assessment of performance  during project implementation and lay a basis for impact assessment on project community areas .

The dissemination of the findings was done on 27th February 2018 at kingstoneA guest house Bweyale town council.

The dissemination of the baseline survey had the following findings;
it revealed that local government were trying to adhere to the government guidelines for effective citizens participation.

the study noted that 93% of the communities knew the origin of the refugees and migrants  Host communities had different views about the refugees.

it was revealed that majority of the communities knew refugees to have come over a year ago(33.3%) ,with (33.3%)mentioning more than 10 years, 26.7% indicated over 2 to 10 years while 6.7% did not know.
The dissemination had the following key issues raised by the leaders and technical people;
general consensus that level of citizen participation is very low and citizens not empowered.

promised government support by district leaders and technical staff in empowering citizens to participate in government programs.

leaders from the education department called upon parents to actively participate in school programs for example PTA meetings and many more.
