ORGANISATIONAL BACKGROUND.
Mid-western Region Centre for Democracy and Human Rights - MICOD is a regional, non for profit independent organization registered and has mandate to operate nationally and currently in five districts of Hoima, Kiryandongo, Buliisa, Hoima and Kibaale. It is registered with Uganda National NGO Board Ministry of Internal affairs (Reg. No 8825 & Ref. File No S.5914/9318).

"MICOD exists to contribute to the development of good practices through advocacy for the observance and protection of democracy and human rights in the Mid Western Region of Uganda."

PROJECT BACKGROUND
MICOD with support from Government Accountability Participation and Performance Program (GAPP)  is implementing a project in Kiryandongo District  with the overall goal of contributing to improved health and education service delivery for the refugee, migrants and host communities in Mutunda sub-county and Bweyale town council by December 2018. 

project Objectives                                                                      
To monitor government service delivery and generate issues for evidence based advocacy

To mobilize host communities to advocate for better service delivery through participation in local government planning and budgeting process

Promote interface between the host communities, settlers with duty bearers on generated service delivery concerns 


LOCATION: MICOD is located at plot 18 ,kasigwa road African quaters Masindi district.

with funds from GAPP MICOD is implementing a project , with a major objective of improving citizen participation in health and education service delivery in Bweyale town council and Mutunda sub-county Kiryandongo district. under this project MICOD carried out a budget performance analysis and review on 23rd  march and the following key issues emerged Low budget allocations for example there were no allocations for buying desks yet 5-6 pupils sit on one desk in a classroom in bweyale 2018/2019 It is evident that citizens do not take part i the budgeting planning and  monitoring practices most of the funds were put on administration and way forward. community baraza held on 27th march 2018 in Alengo village dimma parish, Mutunda sub-county Kiryandongo District

In fulfilment of the objectives of the project of  strengthening citizens participation in health and education service delivery in Kiryandongo district  a  community baraza was organised by MICOD with a purpose of  Creating  space for citizens to share key issues,Bridging gap between the  leaders and  community members and Creating awareness of rights to community members. The baraza was attended by local Leaders, Parish Accountability Groups  ,Community Resource Monitors and community members. the following were the issues that were raised during the meeting: issues from the education sector The community members were  blessed with the secondary school but the school does not have any developments it is declining in all aspects starting from the number of students,most of the students rent but the behaviours in theses rentals are not good which leads to many of them becoming mothers at an early age, teachers are not well-equipp...
