Region Centre for Democracy and Human Rights - MICOD is a regional, non-profit
independent organization with mandate to operate in seven districts of
Kiryandongo, Masindi, Hoima, Kagadi, Kakumiro Buliisa, and Kibaale. It is
registered with Uganda National NGO Board Ministry of Internal affairs (Reg. No
8825 & Ref. File No S.5914/9318).
MICOD’s vision of is “a society free of injustices.” To realise this vision, MICOD set a mission
“to contribute to the development of good practices through advocacy for
observance and protection of democracy and human rights in the Mid-Western
Region of Uganda.’’
This is realized through aspiring
to achieve specific objectives which include; mobilizing communities to
contribute to their development at local, national and international level,
advocating for observance of human rights, creating awareness and understanding
of democratic rights, legislations and obligations, supporting communities in
solving related community problems and therefore sustain their participation
for improved standards of living. It also aspires to promote volunteer work and
intercultural cooperation at different levels, to promote networking and
information sharing among development partners at on program implementation at
different levels; to advocate for good human friendly environment policies in
the Albertine region and link local advocacy issues to the national advocacy
strategies of other development partners.
Our
Mandate
MICOD focuses at addressing issues of governance,
Human rights and promoting a culture of dialogue and peaceful co-existence
through citizen’s participation, ensuring that services reach the intended
population particularly the poor (women, youth and children) who have less
access and less influence to demand for services. MICOD builds community
confidence in addressing issues/ challenges that affect them; this is done
through community interface meetings and dialogue with duty bearers.
Project
Goal
The overall goal of
the project is “to contribute to improved health and education service delivery
for refugee host communities in Mutunda Sub County and Bweyale Town Council by
December 2018.”
Project
objectives;
1. To
monitor local government service delivery and generate issues for evidence
based advocacy by December 2018. .
2. To
mobilize host communities to advocate for better service delivery through
participating in local government planning and processes by December 2018.
3.
Promote interface between the host
communities, settlers with duty bearers on generated service delivery concerns
by December 2018.
Project geographical coverage
MICOD with support from
Governance, Accountability, Participation, and Performance (GAPP) Program is
implementing a project on strengthening Citizens’ Participation in Health and
Education Service Delivery. The Project is implemented in refugee host communities
of Bweyale Town Council and Mutunda Sub county Kiryandongo District.
Project
Approaches
Community awareness and engagement;
through establishment of citizens’ and duty bearers accountability spaces,
increasing conversation among citizens on health and education service delivery
through forum theatres sessions, interactive radio programs as talk shows and
jingles, training, empowerment and deployment of Community Resource Monitors,
information dissemination to citizens and citizen agency as groups, women and
youth, conducting sub county budget performance analysis, reviews and advocacy
to make them pro people and participatory. This awareness and engagement spaces
shall amplify education and health service delivery issues including gaps using
the media especially radio and a social media citizens’ blog and form action
points to support the engagements. The identified issues shall be shared;
action points made and followed up with much citizen participation.
Key project activities
include;

Conduct a Baseline Survey to capture and
understand the status of Education and Health sectors in the 2 sub counties
Bweyale and Mutunda
·
Training of service delivery point
structures such as; the Health Unit Management Committees and School Management
Committees
·
Empowering community resource monitors
through training
·
Empowering Parish Accountability Groups
·
Conducting field follow ups and visits
·
Establish and support the formation of a community blog, on
governance and accountability issues
·
Produce and disseminate Information Education and Communication
(IEC) Materials.
·
Conducting Annual Sub County Budget Performance Analysis and
Reviews
·
Organize monthly Radio Talk Shows and daily jingles/spot messages.

out comes
Outcome:
1 Strengthened capacity of citizens, refugees
and service delivery point structures by January 2019
Outcome: 2 increased citizens and refugees awareness and
engagement with the Local Government for improved health and education service
delivery by January 2019
Outcome: 2 Empower citizens to be able to monitor
service delivery and demand for accountability from the duty bearers
